- Where a parcel showed a pool permit followed by an enclosure permit, we measured the precise date delta. That yielded 6,841 verified pool-and-enclosure pairs.

Because every builder is evaluated under the exact same permit milestone criteria, the comparison between builders remains completely standardized and direct.
The cage is almost never an in-house job
Across 6,841 matched pairs, the pool builder pulled their own enclosure permit just 2.1% of the time. Practically every pool built in Collier County requires a handoff to an independent aluminum specialist. The handoff isn't a detail, it's the core bottleneck of the project timeline.
The bottleneck is the handoff, not the county
The overall median wait from a pool permit to an enclosure permit is 78 days (roughly 11 weeks). That timeline breaks into two distinct operational phases:
